Yes. Section 26a of the TVA Act, with regulations at 18 CFR Part 1304, requires TVA approval before construction, operation or maintenance of any obstruction on the Tennessee River system — docks, piers, boathouses, boat lifts, mooring, shoreline stabilization, channel excavation and fill. Modifications to an existing facility require a new permit, not an amendment to the old one.
TVA states it strives to issue permits for minor construction within 100 days, and that timeframes can extend to 120 days. Permits expire if construction has not begun within 18 months. Applications go through reVA at reva.tva.gov; Guntersville falls under TVA's Chattanooga region.
The application fee for minor shoreline alterations — residential docks, piers and boathouses — is $1,000. Major activities such as community docks, marinas, launching ramps and dredging carry the same $1,000 initial fee, and applicants may be charged for costs exceeding it. The fee schedule at 18 CFR Part 1310 permits $100 to $5,000 depending on administrative cost recovery.
The maximum footprint is 1,000 sq ft, or 1,800 sq ft in an area of preexisting development — a subdivision recorded before November 1, 1999 with a TVA-permitted facility, or within a quarter-mile of a facility TVA permitted before that date. Access walkways are not counted in that area and must sit within a rectangle at the lakeward end. Walkways over water and internal walkways inside boathouses may not exceed 6 feet wide, and the vegetation and access corridor is capped at 20 feet.
Yes. Permits do not transfer with the deed. A new owner must apply within 60 days of purchase, even when the dock already exists and was permitted for the previous owner. This is the single most common permit problem on lakefront closings, and it usually surfaces months after everyone has moved in.
On most of the lake either works, because the water only moves about two feet a year. Depth is the real decider. Where the bottom is deep enough to keep a boat floating at winter pool, a fixed pier set 18 inches above summer pool is stable and simple. On shallow frontage — the Grant side, for example, where marina approach depth reads 4.0 feet at mean low water — a floating system keeps the step from deck to boat the same all year and stays usable at the low end.
A dock and its walkway may not extend more than 150 feet from the shoreline, or more than one-third of the distance to the opposite shoreline — whichever is less. On the deep lower lake that rarely binds. On a shallow flat, the distance you need to reach usable water and the distance you are allowed to extend can end up close together, so it is worth checking before anything is drawn.
No. Covered docks, boatslips and boathouses may not exceed one story. Enclosed space is limited to water-use equipment storage at a maximum 32 sq ft outside dimensions. No living space, no sleeping areas, no toilets, no sinks. A second story is allowed only as an open deck with railing — no roof, no siding, no screening.
Size to the loaded weight of the boat, not the dry hull weight on the brochure — fuel, water, gear and the motor all count, and the lift has to carry them on its worst day. Capacity classes run from PWC lifts up past 24,000 lb. Above 24,000 lb, equipment alone starts around $25,000. On an existing dock the second question is whether your pilings can take the point loads; adding new pilings for a lift typically carries roughly a $4,000 to $5,000 premium.
Galvanized lift cable should be replaced about every two years, and stainless lasts roughly twice as long, per Marine Construction Magazine. Cable is the cheapest part on the lift and the one whose failure drops a boat. Check at the winch drum and at the sheaves, where wear concentrates, and replace on a schedule rather than on appearance — much of the abrasion is internal.
Treated wood pilings in fresh water commonly last 20 to 30 years as a system, with the decking wearing out first (ShoreProtect). On Lake Guntersville the limiting factor is usually the waterline band rather than the tip, because the wet/dry line sits in nearly the same place year after year. Probe at the waterline with an awl: sound treated timber resists, failing timber takes the point under light pressure.
Pressure-treated pine runs $5–$8 per sq ft in material, needs annual sealing and is prone to rot and warp. Composite runs $4–$16 per sq ft with far lower maintenance. Aluminum runs $8–$15 per sq ft, needs almost nothing, and gets hot underfoot (HomeGuide, Trex). Installed re-decking runs $30–$55 per sq ft. On a lake with no dry-work window, low maintenance is worth more than it looks on paper — every touch-up is barge work.
Less than people expect. Drawdown starts after Labor Day and the lake refills in late April or early May. Minimum winter elevation is 593 feet and the typical summer operating range is 594 to 595 feet — about two feet of movement. Docks here stay in the water year round rather than coming out each fall. The cost of that stability is a rot band: the wet/dry line sits in a narrow stripe on every piling, so decay concentrates there instead of spreading out, which is exactly where an inspection should start.
